Tom Fimbres is a member of Devil's Gully Gang.
Charlie Cashman will ask the Survivalists to kill a gang of looters. Tom Fimbres guards the north entrance of their establishment.
Once he sees one of the Survivalists, he will try to rob them, but will shrink if they resist. Then, the player can choose to annihilate the looters or make the gang join the community.
