Jacob de Vere is a member of the Desert Raiders. The party will fight him during the Duck Hunt quest issued by Sarah Slaughter. If he survives the battle, Joe Wheeler can recruit him. He's a the member of the Desert Raiders that's the easiest to stand up against and to rob.
