Butch Billington, along with his partner Tom Catt, comprises "Tom n' Butch". Exiled from Santa Maddalena due to their sexual orientations, they stole crops, including from their former community, to survive. The party can be given a quest to execute them as looters.
Should they accept, the party is sent to execute them both in a mission from Santa Maddalena. Wheeler can choose to kill them or instead to recruit them. If either is brought along back to Santa Maddalena, however, the issuer of the relevant quest will attack the person in question (and by extension, the party) on sight.
